A vast study has rehabilitated the role of food reserves in ending hunger and preventing chronic malnutrition. The analysis prompted two main conclusions: public food stocks are particularly useful in certain contexts, such as in the Sahel, and their impact on food security is boosted by appropriate governance structures. The appraisal, commissioned from CIRAD by the European Commission, involved a top-level international network of experts.
