June 30, 2017 at 10:06AM Recherche agricole dans les pays du Sud: dépasser la promesse de l'impact pour piloter la recherche

Face aux grandes questions du développement dans les pays du sud, la recherche agricole pour le développement est de plus en plus appelée à démontrer son utilité et ses impacts, notamment auprès des bailleurs de fonds et des décideurs politiques. Pour répondre à cette exigence légitime, le Cirad a développé une démarche, intitulée ImpresS (impact of research in the South), visant à documenter la contribution de la recherche à des changements au sein de la société et les mécanismes à l'œuvre tout au long du chemin d'impact.
Ce Perspective expose les grandes leçons tirées de l'application de cette démarche innovante et participative à une collection de 13 études de cas ex post, c'est-à-dire après l'intervention de la recherche et parfois sur le très long terme. Il en tire les conséquences tant pour les pratiques des chercheurs que pour celles des bailleurs de fonds.
Pour dépasser les promesses d'impact lors de la soumission des projets de recherche, qui se réduit souvent à un exercice purement réthorique, le Cirad vise à développer une « culture de l’impact » qui modifie durablement ses pratiques de recherche pour générer plus sûrement de l’impact sur le développement.

Les zoonoses — maladies infectieuses transmises entre les animaux et l’homme —, les résistances aux médicaments et les pollutions environnementales posent aujourd’hui de graves problèmes de santé publique à l’échelle mondiale. Ces problèmes de santé sont fortement liés aux changements environnementaux et socioéconomiques globaux et aux transformations des systèmes de production à l’échelle des territoires. Dans ce contexte, la gestion de la santé devient complexe : elle doit être abordée en lien étroit avec la santé publique vétérinaire, l’agriculture et l’environnement. De nouvelles incertitudes apparaissent, et des acteurs non conventionnels entrent aux côtés des décideurs classiquement chargés de la santé publique. Pour répondre à ces contraintes, les chercheurs utilisent une démarche de modélisation et de simulation participative, décrite dans ce Perspective . Cette démarche éprouvée intègre les connaissances hétérogènes de tous ces acteurs. Elle révèle les incertitudes et permet ensuite de s’entraîner à les gérer, à prendre des décisions et à partager les responsabilités. Elle constitue une solution pragmatique pour mieux intégrer la santé dans les politiques d’aménagement du territoire.

ADM Animal Nutrition, a division of Archer Daniels Midland Company (NYSE: ADM), is recalling 50-pound bags of Rough-N-Ready 14 BT cattle feed, product number 54787BHB24, because the product contains elevated levels of monensin beyond the recommended dosage, which could be harmful to cattle. At elevated levels, monensin can be toxic to cattle and can cause colic-like symptoms, hypokalemia, myoglobinuria, chronic cardiovascular issues, and possible death.

By taking drastic steps, Brazil has succeeded in reducing the annual deforestation rate for Amazonia from 27 770 km2 in 2005 to 5 830 km2 in 2015. However, those steps have not had any effect on forest degradation, notably the partial destruction of the canopy. In the Brazilian Amazon, degraded forests dominate the landscape along pioneer fronts. The region now faces a major challenge: stopping degradation and managing its forests sustainably. In this issue of Perspective, researchers highlight four priorities for research: developing degraded forest characterization and monitoring methods, drafting specific management plans, understanding the role played by all social players, and supporting policies on a territorial level.
Nowadays, degraded forests are a forest category in their own right. They could play a major role in mitigating climate change. They could also contribute to better ecological functioning on a territorial level. Drafting policies with the dual aim of reducing degradation and optimizing these forests requires strong support from research.

Par la mise en place de mesures drastiques, le Brésil a fait chuter le taux annuel de déforestation en Amazonie de 27 770 km2 en 2005 à 5 830 km2 en 2015. Pour autant, ces mesures n’ont eu aucun effet sur la dégradation des forêts, caractérisée par une destruction partielle de leur canopée. En Amazonie brésilienne, les forêts dégradées dominent les paysages des fronts pionniers. Un grand défi attend désormais cette région: stopper la dégradation et gérer durablement ces forêts. A travers ce Perspective, les chercheurs mettent l’accent sur quatre priorités de recherche : développer des méthodes de caractérisation et de suivi des forêts dégradées, élaborer des plans d’aménagement spécifiques, comprendre le rôle joué par tous les acteurs sociaux et accompagner les politiques à l’échelle territoriale.
Les forêts dégradées représentent en effet aujourd’hui une catégorie de forêt à part entière. Elles peuvent jouer un rôle majeur pour lutter contre le changement climatique. Elles peuvent aussi contribuer à un meilleur fonctionnement écologique des territoires. Développer des politiques publiques visant le double objectif de réduire la dégradation et de valoriser ces forêts implique un appui fort de la recherche.
